"As a result, rather than supporting the achievement of SB 21′s objectives, due to the excessive spending levels he previously has approved and continues to advocate, the Governor currently is headed down a path of undermining them. ... But the Governor can’t declare victory at half time and fail to take the field for the second half. The second half — bringing fiscal policy into alignment with long-term investment — is about to begin.
